Concurrent request limited API

Calling this API at /api/ConcurrentRequest with more than 3 concurrent requests will return a 503 Server Unavailable error.

The response from this API is otherwise OK!, X concurrent requests

The service response time varies randomly between 1.0-4.0 seconds.
